Going from 35 MPG (2.85714(repeating)G/100M) to 40 MPG (2.5 G/100M) means saving 0.35714(repeating) Gallons over 100 miles. Exactly 5/14ths of a gallon for 100 miles. That is an attainable goal.

It is saving the same amount of fuel as if you were going from 20 MPG (5 G/100M) to 21.53846 MPG (4.64286 G/100M)
