i dont get the idea of a passive turbo. Its very easy to keep a turbo car out of boost, just dont lay into the throttle. Well i guess it really depends on what size turbo also.

Turbos when used correctly can increase FE.

For example, i designed a custom kit for my little brother that utilized a evo8 twinscroll turbo on a bone stock GSR b18. It made 275 hp and 240 tq with full boost @ 3000 rpm with a restrictive 2.5 inch exhaust and cat. On the highway he could get 40 mpg staying out of boost mostly without any special driving techniques.
