You must run 50-50 antifreeze mix to get the boiling point of the coolant high enough to prevent boil over.
If the cap seal was disintegrating then the radiator is probably fairly clogged up.
The car will run hotter when you are driving it, it makes little heat when just idling compared to when it is under load.
