If your voltage isn't sagging below 48v on a 48v pack then I am not seeing a problem, it sounds like you are putting such a light load on the batteries that they are hardly noticing, deep cycle batteries hand handle a voltage drop of almost 20% while under load.
A capacitor will still help prolong your battery life and range, but if you have a decent solid state speed controller it might even have enough capacitors in it to even out the ripples from the PWM to keep your batteries happy.
Any idea how many amps you are drawing?
