ScanGauge seems to think it is dependent on throttle position, which doesn't make sense (when you're stopped the throttle is just as closed as when you let off at speed).
The TPS has to be a part of it because it only works when you are not on the throttle. I think it is a combination of TPS signal and VSS signal, but I haven't done much research on this, thats just a slightly educated guess.
