Assembly order of the studs that will be added to wheels

Settled on the order of the assembly of the stud:

Backside of wheel, working way out:

1. 2" long screw threaded from backside with loctite
2. External ring washer
3. Wheel (thickness TBD)
4. Retaining washer
5. Fender Washer
6. Grommet / Pizza pan
7. Fender washer
8. Retaining washer
9. Locknut

The retaining washer / fender washer combos give a bit of a bushing effect to the pizza pan, so I can snug it all down and not worry about binding or tearing the grommets against the wheel.
