I'd go for it with that high-mileage Civic. As you said, that many miles means highway. Also, full service records for a car that age - you don't find that every day. The manual transmission should be solid, it's the autos that might be trouble.

The R18 engine is a good one.

I second the motions to check the front end for chips, and especially check the wheel bearings and CV joints.
