It's meant for kiddies, so they sit at the rear over the axle and the balance is OK for that use ...
Doesn't look half bad though.
How about extending it to the rear ?
Maybe foldable.
Seems like the easiest solution to get a better balance when loading lots of stuff.
Or find another one like it, put a hinge at the rear (and a plug between both shells to keep it from scraping at the rear) so you can fold the aft shell over the top of the other - instant weather protection ...
