I had no problem getting mid to low 20mpg with the N/A diesel engine when I lived on the east coast. Thin air and cross winds that blow almost every single day out of the north or south from lunch time till almost sun down are killing MPGs.
The few and far between cross wind free tests I get show a 2 to 3 MPG improvement.

1984 chevy suburban, custom made 6.5L diesel turbocharged with a Garrett T76 and Holset HE351VE, 22:1 compression 13psi of intercooled boost.
