Plumbing shops sell covers to keep dirt out of toilet drains, they are like an inside out plastic cover made to fit inside of 4" drain pipe and would be really light weight.

A good chunk of the drag fro wheels is the top half going in to the oncoming air, so the top half of your wheel at 65mph is seeing 130mph air speeds, the center is less important.
