When the humidity is high, it's inevitably better to run just the fan ON and leave the water OFF with an evaporative cooler. The air may be hot, but it won't feel like a piss-sauna.

Also, just LOTs of ambient airflow alone will make you "feel" like it's 3-5°F cooler even though it's not. The copious airflow is simply evaporating what little moisture there is in your skin away quickly, making it FEEL cooler even though the air isn't cooler.
