Of course in gasoline/ethanol blends some small amount of water is soluable.
I suspect the air itself carries more water to the combustion chamber than the fuel.
There are known benefits for introducing some water or water vapor to an engine- funny I see no performance claims in the quote. I wouldn't spend that amount of money on it for sure.
