Buy a 2003-2005 Civic hybrid manual with a bad battery: $3500
Buy a new hybrid battery from Bumblebee: $2100

Gets you in under your budget and well over your target.
But he wanted to spend $6,000 and get 40mpg, not $5,600 and get 52mpg!

There is a lot of info out there now on how to test drive a hybrid to see if the battery pack is failing or if anything else is failing and there are a lot of low cost options for replacing these parts of they do fail, but because of fear these cars drop in value at the first sign of any issue, that Blue Book value of $3,500 was for a '03 civic hybrid in perfect condition as well, get one that is rough or has an issue and the price drops!
