Short answer: No.
Notice that onehalf of 29.3" is not 13.1" -- the difference is the ~0.97
radius reduction that occurs when the tire is "loaded", ie: the bottom of the tire spreads out ("squish") slightly, which
shortens the
rolling (loaded) radius.
This happens most on passenger cars and least with HD truck tires.
