EPA on your Camry is 20-23-28. At over 36 average you are just about at the limit of capability with your vehicle. My EPA on my Fiesta with an AT (automated manual) is 38 highway, compared to your 28. Your driving environment may be better than mine or worse but you will need everything to be perfect, driving environment wise, to get near 40 MPG. Most AT cars max out at 50% over EPA combined, which is where you are right now, or just a little above. 24X1.5 is 36 and that is where you are, give or take a fractional amount.
I wouldn't let a number drive your pursuit of great mileage.
I did my normal trip today and in 40 miles I was showing 55.5 MPG which is probably closer to 53 actual. Todays trip was exceptional for me with many lights green that would normally not be so, just lucky today. I peaked at 57 MPG (indicated) just before I got caught by the second to last light inbound at 19 of 40 miles.
