It depends what they want to do with the data. For example it may be used to assess the economic benefit of increasing road capacity.

If they match vehicle types to compare like with like I suspect lordherald may be right and exceptional data discarded.

Does that mean you would have had a moral obligation to declare that your consumption figures would be low beforehand?
