Maximum is maximum. I know US English differs from UK English in some respects (you peasants
), but I don't think those terms are different. It would actually mean that the ONLY speed at which you can travel is that exact given speed, as anything
both under and over would be illegal. It simply isn't possible - or, for that matter, rational.
