It was a warning. Which I believe is perfectly acceptable in the point of driver safety. Especially if the fools flying by him at 70+ aren't paying attention.
Just this morning I watched some moron in a minivan on a three lane highway going 50 pull into the center lane from left and almost caused a multiple car pileup. But he was too ignorant too move over after 12 cars all passed by honking and flipping him off ( I was in the right lane at his five watching the stupidity take place! )
