anyways, my wife's 2nd car was a 1990 grand prix with the same 3.1(and a 4T60), on long highway only trips, 36-37 was what we saw after some significant calibration tweaking. before that, 33ish was normal. mixed, around 26-28.

anyways, the 93 lumina could be had with two transmissions(with the 3.1), the 3T40 or the 4T60E. the 3T40s had something like 3.08 final drive with no overdrive gear. the 4T60Es had a 3.33 final drive with a .70 overdrive. understandably, the 4T60E was the much better choice in both acceleration and economy. the 3.4 luminas of the same year could get a 4T60E with a 3.43 final gear or a 5 speed getrag 284(which, have fun finding one of those. strong, but rare and were only to be serviced directly by getrag, which they haven't done in a good 10+ years). the gearing of the 5 speed was not in any way advantageous to fuel economy though, with something like a 3.7:1 final gear and around .8:1 for 5th.

Jared, happen to know for certain which one you're running? there are a few different ways of identifying them.
