So I searched google for what it looks like under the block...is just 2 really long openings, correct? Have you considered jamming pipe insulation into the holes to fill them? Otherwise just use a sheet of something and stretch it across the whole pocket so you can mount it to the bumper with some screws or something and the middle bar will support it across the length...maybe?
