Blocking the top grille is usually most efficient.
Before blocking the lower grille, check what kind of radiators you got there - blocking a radiator that cools the auto transmission may not be that good an idea ...
Block it from the inside if you care about the looks.
That's what the car manufacturers do anyway.
The current crop of giant grilles are usually just black plastic inserts with limited open area.
