Maybe not. I'm not a master of aerodynamics, but I imagined air coming around the car hitting the moving rim caused turbulence, or increase drag (or both?). If the rim of the wheel is not rotating, could that work almost like wheel cover?
I was thinking a spinner could be the perfect starting point for pizza pans- just replace the spinny gaudy thing with a pizza pan. It may spin, but if it's secure and not rubbing/dangerous, there shouldn't be much of an issue. Or they could be secured to the base.
No scientific data behind the aero efficiency of spinners, lol, just thinking if nothing was making them spin, and a little weight on the bottom of one part of the rim, it could work.
