It is not lying to you when the needle is 'resting' against a stop-pin at the 0-value PSI number, because it is truly indicating that there's NO ADDITIONAL pressure
above the ambient pressure.
Most guages are designed and used to indicate pressures ABOVE ambient, although there are some that can indicate "absolute pressure," ie: above ZERO (no) pressure, often label with vac-0-press markings.
