It's always been like that since the day Germany was occupied after the war, and with all occupation forces.
My dad's been stationed there in the mid 50s.
Canadian MPs were feared back in the day. Those guys meant business.

It happens all over the world.
Keep guys on a short leash during the week, then let them roam free on weekends ... doesn't take much imagination as to what's going to happen.
