The New York state laws are very restrictive and need to be up dated. I would consider a 50cc bike or ATV as a starter using street tires and fairing. I do have the parts to build a motorized mountain bike and would love to take it to the Vetter Challenge in Ohio. It would be pretty cool too. There is no way at present to make it street legal in NY or OH. Each state has their own laws on motorbikes, scooters, and mopeds. Look them up on the web before considering any project. You may need a helmet, motorcycle license, and insurance to ride on the public roads.
