Can a Civic Hybrid be driven without the HV battery?

The battery in my 2003 Civic Hybrid is in need of refurbishing. I had planned on removing the battery from the car and continuing to drive it while I worked on the battery. It was my understanding that this can be done as long as the control panel from the battery pack is removed from the pack and hooked back up in the car. But I tried this today and found that, while the car will start, the 12V battery is not being charged. Before trying this I had tried driving the car with the pack still in the car and the main disconnect switch shut off, and I found that as long as engine RPM stayed between 1,500-3,800 RPM the 12V battery was being charged. Does anyone have any thoughts as to what I might be able to do to allow me to drive the car without the pack?
