CIVIS transit bus

Using some floating fender sections which are bolted to the suspension so they move up and down with bumps and when the car leans in corners. They are inside the normal fixed fenders to seal the tire-fender gap.

Maybe the floating fender will NOT need to rotate as the wheels are steered left and right. It may only move up and down and slide into the normal fender area.

Maybe some kind of flexible (rubber) fender flare where one end is bolted to the normal fender and the other end to the floating fenders to seal the gaps for aero purposes.

Any similar approaches?
Might try a Google Images search for the CIVIS transit bus of 2011.They have spats on the front wheels.
