My 1990 CRX did something like that. Freaked me out right after I put a voltmeter in it full-time. A while after starting, the voltage would suddenly cut down from 14+V to 12.65V. Unless I put an electrical load on (like the lights or the ventilation fan), at which point it went back up to 14+.
