Just changing the gear ratio, and not correcting the speedo/odo error, results in what you see - no change - because you're still pumping exactly the same amount of air/fuel volume per indicated mile.
At an indicated 60 mph, you're doing 76 mph, and only recording 78% of your actual miles. If this is the case, equal calculated MPG is a 27% improvement.
