GAS to EV conversion (Vehicle Registration)

Hi all,
I have seen a few EV conversions here, but was wondering how the owners are going about registering thier car/truck/bike etc... The state of NC requires a saftey and a emissions test in order to pass state inspection process. They check fro things like catalytic converter, EVAP canister and related valves. In the state rules (as far as inspections go) any motor swap must retain same year on newer and have all related emissions equipment present. I can only assume I would have to cut through some tape and get some sort of waiver from the state. Has anyone run into any issues with registering thier modified vehicles? Currently researching (nothing purchased) a EV civic and this was or the list of "need more information " items.
