Best thing to do, if you don't have an EV club in your area, is to go to the DMV and ask.
If you are putting in a newer cleaner drive line, like electric is, then what's missing? just like it's ok to put a new fuel injected engine in a Model T and you'll pass, in that case you would not be required to retain original exhaust, you could put newer exhaust on with catalytic converters and o2 sensors...

But go in to the inspection center and ask if they have a form for EV's.
