It only mixes fuel in with the gases blown through the crankcase so on a carbureted engine the mixture would be overly rich.
A FI engine will reduce the fuel injected by the same amount as evaporates from the bubbler; no gain, no loss. Unless the heated air burns before it reaches the combustion chamber; then it will be worse.
Cracking hydrocarbons? Whatever evaporates in the bubbler does not need cracking, it will burn well enough. Only heavy hydrocarbons would need cracking before burning well, but then they need to be heated much more than this.
If it has any net positive effect it must be due to preheating the mixture, mimicking a WAI, but with the added risk of explosion and producing large amounts of CO.
