this is just one ebay listing the range of price is from 25 dollars and upward to 200 dollars

clearly to me these are not ultracaps used for a voltage stabilizer sold on ebay.
I do understand most battery AGM/SLA with the vehicle unstarted/no ICE running are about 12.70 vdc .....Then when engine goes idle after start process the OBD voltage reflects a 13.8 vdc or thereabouts.
