This is the Gurgel Tocantins, which was made from '88 to '95, using Volkswagen axles and the rear-mounted air-cooled engine.
It featured a monocoque body, made out of fiberglass wrapped around a tube subframe.
Earlier versions, known as Gurgel Xavante, X-10 or X-12, had been around from '73 to '88. There were some flexfuel versions too, mostly targetted to government fleets, altough they were wrongly advertised as dedicated-ethanol (flexfuel ability of the classic Volkswagen air-cooled engine had already been discussed in this board a few times).
