I could lay out a plan for such a vehicle. It'd take some bucks for the development to make it practical, but I don't see any insurmountable problems, since all the parts seem to be working in various labs.
Start with a lightweight frame - carbon fiber or whatever, and forget those crash safety standards. Drive it with electric motors. Add high-speed flywheel energy storage & regen braking. Make the ultimate source of power a Stirling engine (plus whatever grid charging you can throw in - need to work on optimizing weight vs electric-only range). Cover the whole thing with an aerodynamic skin.
Anyone got a spare $100 million or so in startup capital they'd like to invest?
PS: As for the guy's 0-60 in 3 seconds claim, I'd have to see what he's using for tires. Doesn't matter how much power you have under the hood: if it's more than what's needed to break the tires loose, it's irrelevant to 0-60 times.
