car would just reduce idle air control valve setting and still idle at same RPM. Consumption would likely be about the same though as at idle the engine is mostly overcoming the load of pumping past a throttle plate. For the steam engine though the faster idle does mean more consumption/unit of time to idle, unless the operator throttled back. Still fails to equate idle speed to fuel consumption doing work.
