My thoughts ran that way, too; for an open wheel car like the VLC. The way I pictured it was to form the outer surface of the fender from the appropriate section of the Template and deal with the inner surface on a 'best effort' basis. The thinking is that air further from the body would 'see' the template shape to the extent possible. The the rears could extend to the rear of the vehicle.
With a full body I'd consider the dual wall skirt like Aerocivic uses.
