Well I had the block heater factory installed when I got my car , as for the lower grill block you just need to buy copper pipe insulation and cut it to fit I went to Canadian tire. Those are the only mods I have done your jetta already has an upper grill block . If you live in California you won't need a block heater unless you want to pre warm your car to maximize FE I am also learning as I go
