I've had a tape measure on my rear wheel well. it's ~28" diameter. I believe the largest Moon™ disc made is 30".
It might work to get one [1ea] disc and then re-roll the circumferential edge to fit the wheel well, then cut it in half and pull the edge down to a 28" diameter and then bead and wire-roll the cut edges with a deeper crown.
