I've read, a while back, that someone was trying to design what you had in mind. It worked like your idea but only when the car was in motion. So what would happen is this, if its a 4 cylinder it would shut off 2 or 1, if it was a 6 cylinder it would shut off 3 cyilnder, if it was a v8 it would shut off 4 cylinders. But because car companies caught onto the idea, and Honda got the jump on the game, I think the idea got squashed. If you can design a universal plan than it might work but this all comes down to the ecu programming.
