Mother Nature aside, "laws" are made by humans having personal and petty agenda's, so-o-o-o, one moment you MIGHT be classified as "law-abiding" and the next as an "outlaw" simply because of somebody ELSE's "law"...such as traveling through a different neighborhood, city, voting district, county or state.
