It parallels the analogy to boiling a frog: the heat is increased slowly, one degree at a time, over time.
But the frog might eventually catch on to the scheme, feeling its discomfort, and jump out of the pan. One never knows... frogs still have the freedom to jump.
Unless a lid is clamped down upon the pan.
