In heavy stop & go traffic, I tend to go lower to avoid constantly shifting. If only very slow acceleration is needed I will go down to 1000 RPM's.
These are about the shift points I use, but I have a tach and shift at 2000 rpms usually. I find that if I'm in fourth and holding my speed, it's time to shift to 5th.

Advance Auto checks the codes for free around here. I think Auto Zone does as well. You don't need to pay for a gauge just to check the codes. And yes, the Ultragauge checks codes.

If you can accelerate (even slowly) in a given gear, you're not yet lugging the engine. When you can floor the pedal with no result, it's time to downshift.
