When the hurricane/earth quake hit here we had no power in alot of areas. Many intersections had non functioning lights. Surprisingly very little accidents. Although many including myself didnt treat them as a 4 way stop many slowed down to the point you can slam on the brakes if a guy from the other direction was coming.
Of course then you have 4 cars in a plus shape in the middle of an intersection within a car length of each other.
