Best bang for the buck is to find a d15b 3 stage vtec and have someone chip a p72 obd1 ecu to utlitize the iab to engage secondary vtec and leave the actual vtec engagement alone. Have them tune it to lean out part throttling and you should be good to go. To read more on this please direct your web browser to d-series.org. We have some people there who have had great success going the chipped ecu route and others able to find the proper obd2 ecu and did all the wiring to either obd0 or obd1. This engine utilizes an egr but does not need a wide band o2 like the VX model, which is a damn good plus.
edit: I have to add that if you decide to go the chipped ecu the egr is not used but you don't have to waste your time finding an intake manifold with no egr. Mine is just sitting there not used.
