Velomobile or scooter DIY

Hi guys,

I'm looking at getting my commute to work cheaper than running my car every day. I've been Thinking of a velomobile or something similar to Allen Jacobs build but with a Cheap 50cc scooter, which by law is limited to 45 kph.

I think they might end up in the same park when it comes to cost. But with the scooter I only have to do minor fabrication. Whereas I have to fabricate the recumbent trike myself. I think the scooter will be more comfortable too, and will be ridden on the better roads compared to some bike roads around here

Problems I've come up with

Will it be too heavy?
Small wheels a disadvantage?
Would like a clutch to disengage engine breaking during downhill rides.
Still have running costs, compared to a Velo.

Has anyone been thinking the same thing maybe?
