The sealed vapor recovery systems in modern cars can keep gas "fresh" for a long time as long as they remain sealed. My VX sat for 15 years and started and ran fine on E0 gas. I did immediately refill the tank. Modern E10 gas will not last anywhere near that long and I would agree with the Volt using up fuel that has been in the tank a year.
It's a different story with unsealed containers, much shorter time period.
