Its not the trailer builders its the police.
In this state they absolutely do not care. No tag, no lights, falling apart, no problem.
Here its accepted practice to weld the spindle nuts on and run the trailer until wheels start falling off.
In the police state of Virginia, where I previously lived for 20 years you never see anything like that.
In the state of Virginia if you home build a trailer a state policeman (untrained in welding inspection or any kind of structural inspection) has to come out and inspect your trailer befor you can register it. That at least insures some one isnt trying to weld a pile of scrap to an axle and run it on the road.
Then if your trailer has the load capacity to require a single brake axle (anything over 3500lb) has to be safety inspected by a state vehicle safely inspection place every 2 years.
In New Mexico I have no second thoughts about building a trailer, putting lights on it (most people don't even bother with lights around here), and putting it on the road with out registering it.
I would never think about doing that in virginia.
I used to like deregulation like what New Mexico has, but I didnt realize how stupid, cheap, lazy and complacent people could be.
