Respectfully. I've read through this article multiple times over my course of studying this and have went back and forth on whether to try it or not. The reason I tried it is because if you know anything about media/propaganda you understand that it can be used as a tool to lead people in a certain way. You'll also find many success stories where people use HHO, search Youtube many local news stations have covered people doing just this.
Does it work? Maybe it doesn't, maybe it does, maybe there are other factors causing it to work or not work. All I'm saying is don't believe everything you're told.
