People who aren't selling the product or a competing product have no ulterior motive besides trying to steer you right.

The only halfway believable claims of fuel savings I've heard have come from people who use electronics to fiddle with the car's ECU inputs and/or outputs.
The problem with that is: just fiddling with the electronics,
in and of itself can net huge gains in fuel economy without any other modifications... particularly if the stock maps are crap, in the first place.
